RISE25 Call for Proposals

All Rise will host RISE25, the world's preeminent conference on addiction, mental health, and justice reform, May 28-31, 2025 at the Gaylord Palms Resort & Convention Center in Kissimmee, Florida. RISE draws more than 7,000 attendees each year, bringing together representatives from all models of treatment courts as well as leaders, policymakers, and other key stakeholders from the legal, treatment, and social service fields, and leaders from recovery and veteran communities, to learn the latest evidence-based practices for serving justice-involved individuals impacted by substance use, mental health, and co-occurring disorders and trauma.

Priority Categories

All Rise is seeking session proposals that explore best practices in service delivery, collaboration, justice programming, public safety, and public health responses to individuals with substance use, mental health, and co-occurring disorders and trauma. Submissions should fall into one of two categories:

  • Treatment courts – All Rise seeks proposals that provide research findings on treatment court best practices, data analysis, and best practice implementation. Where possible, proposals should be grounded in the second edition of the Adult Treatment Court Best Practice Standards.
  • Justice and/or treatment innovation – All Rise seeks proposals highlighting emerging solutions for justice-involved individuals impacted by substance use, mental health, and co-occurring disorders and trauma. We are especially interested in justice reform research-based programming that address or include law enforcement; the unique needs of justice-involved veterans; family-centered practices; pretrial services; community supervision; reentry services; equity and inclusion; effective treatment, housing, employment, and vocational approaches; and long-term recovery management.

Selection Criteria

The selection process is competitive. Proposals will be selected based on their application of scientific research, best practice standards, and evidence-based practices; relevance to the field; ability to address cross-functional policy/program areas; engaging format; interactive design; style, clarity, justification, and feasibility; originality; relevance to a national audience; and the subject matter expertise and training experience of the presenters.

Carefully review the selection criteria below before submitting your proposal:

  1. Proprosals must be submitted by Sunday, September 22, 2024.
  2. Sessions may be 1.25 hours or 3 hours in length.
  3. If proposing a panel format, a maximum of three (3) panelists and one (1) moderator is allowed.
  4. When completing the session description and learning objectives portions of this application, please craft language that could be used in the RISE mobile app to describe your session. If your application is accepted, this section of your application may be included in the app.
  5. RISE25 presenters agree to provide All Rise with final electronic copies of any slide decks and/or handout materials for their session(s) no later than Sunday, April 13, 2025. All materials will be made available to attendees via the RISE mobile app in PDF format. All handouts will be submitted to state and national accreditation boards for continuing education credit approval.
  6. RISE speakers are expected to register for the conference and pay for their own travel/lodging expenses. Speakers receive a discounted registration fee of $495.
  7. All Rise may publish part or all proceedings of this conference. By presenting at RISE, you agree that All Rise has the right to include your presentation in a future publication and/or on its websites, if All Rise so chooses. You are not precluded from publishing your material elsewhere, nor is All Rise obligated to include it in any book, monograph, scholarly journal, or other communication that may result from this conference.
  8. The RISE call for proposals process is not intended for sessions that sell or market products or affiliated services. These sessions may be included as part of a sponsorship package. Sessions intended to sell or market a product or affiliated service should be directed to All Rise Director of Membership and Outreach Kristen Deutsch.
