2026 Inductees
The Goldstein Hall of Fame recognizes individuals who have made indelible contributions to the treatment court field, those whose work has not only improved individual court programs but has also enhanced the treatment court model and movement. Named for the nation’s first drug court judge, the Goldstein Hall of Fame is the highest honor All Rise bestows.
Teri Hamlyn
Teri dedicated 24 years of service to the Fourth Judicial Circuit in Florida, including 15 years as problem-solving court director, overseeing 13 treatment court programs. Under her leadership, The Fourth Judicial Circuit was twice named a national mentor court, where they helped other programs implement best practices. Teri secured dozens of federal grants to expand resources such as housing for veterans treatment court participants and a state-of-the-art drug testing lab.
Tragically, Teri passed away in 2024 following a courageous battle with melanoma. She was a leader, a teacher, and a visionary whose impact lives on in these thriving programs.
Hon. Eric Mehnert
For the past 17 years, Penobscot National Tribal Court Chief Justice Mehnert has exemplified service and a commitment to healing and recovery. Chief Justice Mehnert has been a leading national advocate for Tribal Healing to Wellness Courts, freely giving of his time to provide training, mentorship, and support to programs across the nation.
His work has strengthened the capacity of tribal justice to address substance use and related challenges through restorative, community-centered approaches.
Carlos Gonzales
As the Statewide Program Manager for the New Mexico Administrative Office of the Courts, Carlos oversees 187 alumni coordinators across 33 alumni groups. He has circled the country training programs on establishing their own alumni groups.
Carlos is a founding member of the National Treatment Court Alumni Association, where his leadership has established a national framework for alumni engagement and peer leadership. His work has elevating alumni voices across the nation and transformed how countless treatment court programs engage alumni and helpt sustain their recovery.
